Combine the milk, vanilla, cinnamon and cloves. Mix well. Place in Instant Pot with one cup of water.

Cook for 80-90 minutes under high pressure until thick and deep golden brown. Cool and then blend until creamy. Refrigerate.

Mix the butter, powdered sugar, vanilla and egg yolk with an electric mixer until creamy.

Add the sifted dry ingredients to the butter and sugar mixture and mix up. Refrigerate the dough.

Roll out the cookie dough on a lightly floured surface. Cut out circles.

Lay them out on a baking tray with a little bit of space between. Bake until the tops are firm and the edges are just starting to brown.

Cool the cookies completely and then fill with the chilled manjar blanco. Add a cookie on top.

Dust the cookies with a powdered sugar.
