Cook the onions, celery, bell pepper, and garlic in olive oil using the saute setting on the Instant Pot.  Cook for 5-8 minutes or until tender.

Add the seasoning, bay leaves, tomato paste, red beans, sausage and to the pot.

Stir to combine. Cover with lid and cook on high pressure for 10 minutes.

Cook the rice while the beans are cooking.

After using natural release, taste the beans and season with salt and pepper to taste. Add additional liquid if desired for a juicier bowl of beans.
