Combine the flours, baking powder, and salt in a medium bowl. Stir them together with a whisk to fully incorporate the different ingredients.

In another bowl, combine the sugars, vanilla, oat milk, apple cider, apple sauce, and apple cider vinegar. Stir with a whisk until combined and the sugar is slightly dissolved.

Mix together the flour with the wet ingredients just until combined.

Use a pitcher to transfer the batter to the doughnut pan filling up each insert no more than three-quarters of the way full.

Place them in the oven to bake for 18-22 minutes. They are done when a toothpick inserted in the center comes out clean.

Transfer the vegan apple cider donuts to a wire rack to cool.

Combine the cinnamon and sugar on a small plate or shallow dish. Melt the coconut oil or vegan butter. Use a pastry brush to brush the tops (sides and bottoms if you want) of the doughnuts.
