Combine the ground chia seeds with ½ cup water and allow to sit for five minutes while you combine the remaining ingredients.
In a large mixing bowl combine the flour, cacao, baking powder, baking soda, salt, cinnamon and sugar. Add the oil and chia seed mixture. Mix to combine. Add the oats, dried fruit and chocolate chips and mix together just until combined.
Use a tablespoon to transfer the cookies onto a sprayed or oiled baking sheet tray, leaving some space in between the cookies. Lightly press down cookies making them more flat.
Bake in the oven for 8-10 minutes. Transfer to a cooling rack to cool completely.
