Roast the corn, peppers, and onionin the oven until tender.

Top each flour tortilla with refried beans, spreading over the entire surface and sprinkle with cilantro.

Place roasted vegetables on one half of the beans.

Fold the bean half over the top of the opposite and press down.

Transfer to a tray and bake in the oven until browned and crisp on both sides.
